The Wolf in Sheep’s Clothing: How the Fabian Society Captured Britain
Most people have never heard of the Fabian Society. That is not an accident. It is the strategy.
While the public watches Prime Minister’s Questions, tracks opinion polls and argues about personalities, the real architecture of British political power operates behind a different door entirely. An unelected, unaccountable think tank — founded 142 years ago — has been quietly shaping who governs this country, what they believe, and what policies they are permitted to pursue.
Its coat of arms is a wolf in sheep’s clothing. That is not a metaphor someone else applied to them. That is the symbol they chose for themselves.

The Founding: Patience as a Weapon
The Fabian Society was founded on 4 January 1884 in London. It was not born from the labour movement. It was not a workers’ organisation. It was a splinter group from something called the Fellowship of the New Life — a gathering of middle-class intellectuals who wanted to reshape society according to their own design.
The founding members included Edward Pease, Hubert Bland and Frank Podmore. Within months, George Bernard Shaw had joined. By 1885, Shaw had recruited two Colonial Office clerks — Sidney Webb and Sydney Olivier — into the fold. Beatrice Potter, later Beatrice Webb, followed.
These were not factory workers or trade unionists. They were academics, playwrights, civil servants and social theorists. People who had never been hungry in their lives, deciding what was best for people who had.
They named themselves after the Roman general Quintus Fabius Maximus — a military commander famous for one thing: refusing to fight his enemy head-on. Fabius defeated Hannibal not through confrontation but through patience, delay and attrition. Wear the enemy down. Wait for the moment. Then strike.
Their first pamphlet made the strategy explicit: “For the right moment you must wait, as Fabius did most patiently, when warring against Hannibal, though many censured his delays; but when the time comes you must strike hard, as Fabius did, or your waiting will be in vain, and fruitless.”
This is not a policy organisation with a catchy motto. This is an organisation that announced, from day one, that its method was stealth.
The Wolf They Advertised
In 1910, George Bernard Shaw commissioned a stained-glass window to commemorate the Society. It shows Shaw and Sidney Webb hammering the globe into a new shape on an anvil. Beneath them, Edward Pease works the bellows. Below, smaller figures kneel before a pile of Fabian writings.
Above the globe sits the Fabian coat of arms: a wolf dressed in the skin of a sheep.
The motto running across the top reads: “Remould it nearer to the heart’s desire.”
This window now sits in the Shaw Library at the London School of Economics. It was unveiled there in 2006 by Tony Blair.
That detail matters. We will come back to it.
Building the Machine
The Fabians never tried to build a mass movement. They did something far more effective. They built institutions.
In 1895, using a £20,000 bequest left to the Fabian Society by a Derby solicitor named Henry Hutchinson — money left specifically for “propaganda and other purposes” — the Webbs, Shaw and Graham Wallas founded the London School of Economics and Political Science.
Sidney Webb stated the intention openly. The LSE would “teach political economy on more modern and more socialist lines than those on which it had been taught hitherto.” It would train the next generation of administrators, civil servants and policymakers.
And it did. The LSE became one of the most influential universities in the world. Since 1990 alone, it has educated 24 heads of state or government. Its earliest lecturers included future Prime Minister Clement Attlee and the political theorist Harold Laski — both committed Fabians. The Fabian Society’s archives are still held at the LSE today.
In 1900, the Fabians helped create the Labour Representation Committee, which became the Labour Party in 1906. They did not build it from the grassroots up. They engineered it from the top down. They wrote the policies, trained the candidates and shaped the intellectual framework within which the party would operate for the next century.
In 1913, the Webbs founded the New Statesman — giving the movement its own media arm.
Think tank. University. Political party. Media outlet. All built by the same small group of people within thirty years.
Every Labour Prime Minister
Here is a fact the Fabian Society itself advertises on its own website: every Labour Prime Minister in British history has been a Fabian.
Ramsay MacDonald. Clement Attlee. Harold Wilson. James Callaghan. Tony Blair. Gordon Brown. Keir Starmer.
Every single one.
The Fabian Society does not hide this. It boasts about it. And the depth of penetration goes far beyond the leadership.
When Keir Starmer became Labour leader in 2020, he was the first serving member of the Fabian Society’s executive committee to take the role. He had served on the executive before entering Parliament. He wrote a Fabian pamphlet in 2021 — The Road Ahead — setting out his vision for the country. The Fabian Society published it.
At the January 2024 Fabian conference, David Lammy — then Shadow Foreign Secretary, until recently, Foreign Secretary — opened his keynote by thanking the Society for its role “from the very beginning of our party.” He named Starmer, himself, and “much of the Shadow Cabinet” as Fabians.
The Society’s own website confirms that more than half of Starmer’s cabinet were Fabian members. Rachel Reeves, the Chancellor, is a former Fabian executive committee member. Wes Streeting, the Health Secretary, sat on the executive alongside Starmer. Anneliese Dodds, the Party Chair, served on it too. Angela Rayner was a Fabian member before she became Deputy Leader.
Even Starmer’s Downing Street Director of Communications, Steph Driver, previously worked at the Fabian Society before joining his office.
This is not influence. This is occupation.
The Blair Connection: Drawing the Map

Blair was a Fabian. His defining ideological document — The Third Way: New Politics for the New Century — was published as a Fabian pamphlet in 1998. Not by a mainstream publisher. Not through the Labour Party. Through the Fabian Society.
The “Third Way” was not Blair’s invention. The concept originated with Anthony Giddens, director of the London School of Economics — the university the Fabians built. Giddens theorised it. Blair operationalised it. The Fabian Society published it.
And what did Blair do with power?
He made the Bank of England independent — removing monetary policy from elected government. He created the Supreme Court — transferring constitutional authority from Parliament to unelected judges. He embedded the Human Rights Act — giving courts the power to override government policy on immigration, deportation and national security. He expanded the quango state — moving decision-making from ministers answerable to voters to appointed boards answerable to no one. He laid the groundwork for the Equality Act — embedding ideological compliance into every public institution.
Every one of these reforms followed the Fabian playbook to the letter. Not revolution. Not confrontation. Gradualism. Incremental transfer of power from elected representatives to unelected structures. Slow enough that no single step triggered alarm. Fast enough that within a decade, the Prime Minister who followed Blair discovered the levers of government no longer connected to anything.
Blair did not just implement Fabian ideas. He unveiled the Fabian Window — the wolf in sheep’s clothing — at the LSE in 2006, while still Prime Minister. He stood in front of a stained-glass image of the globe being hammered into shape by unelected intellectuals and celebrated it.
He was not hiding. He was taking a bow.
The Incubator
The Fabian Society operates as a policy incubator for the Labour Party. This is not a conspiracy theory. It is the Society’s stated function.
Before the 2024 general election, the Fabians published Plans for Power: Fabian Ideas for Transforming Britain — described on their own website as “a mixtape of our best proposals” covering everything from early years policy to pensions, from public service reform to the future of work.
Their general secretary, Andrew Harrop, has described the Society as being “as close to the heart of Labour policy thinking as at any time in its history.”
Policies are developed, tested, refined and legitimised through Fabian networks before they ever reach a conference floor or a party manifesto. By the time the public hears about a new Labour policy, the Fabian Society has already shaped it, approved it and briefed the ministers who will implement it.
This is not democracy. This is policy by permission — filtered through an organisation of approximately 8,000 members that answers to no electorate and publishes no register of its donors.
The Orwell Warning
George Orwell was a socialist. A genuine one — the kind who fought in Spain, lived among the poor, and believed socialism meant power for working people, not power over them.
He was never a Fabian. He despised them.
In The Road to Wigan Pier, published in 1937, Orwell described the Fabian type with precision: middle-class socialists who “while theoretically pining for a classless society, cling like glue to their miserable fragments of social prestige.” He called out the Webbs, the Coles and the Stracheys by name.
There is a persistent theory — never conclusively proven but never convincingly debunked — that Orwell chose 1984 as his title deliberately. The Fabian Society was founded in 1884. One hundred years later.
Whether or not that theory holds, what is beyond dispute is that Nineteen Eighty-Four describes, with terrifying accuracy, the endpoint of exactly the kind of governance the Fabians have spent 142 years building: a system where language is controlled, history is rewritten, and an educated elite manages the population through bureaucratic structures that no ordinary citizen can challenge or even see.
The Fabians would call that gradualism. Orwell called it something else.
Where We Are Now
More than half the British cabinet are members of an organisation whose coat of arms is a wolf in sheep’s clothing.
The Prime Minister wrote his political vision as a Fabian pamphlet. The Chancellor is a former Fabian executive member. The Health Secretary sat on the Fabian executive. The Foreign Secretary thanked the Fabians from the podium before he took office.
The university that trains Britain’s governing class was founded by Fabians, with Fabian money, for Fabian purposes. The structural reforms that stripped elected government of its power were designed and implemented by Fabians. The policy pipeline that determines what Labour governments are allowed to think was built by Fabians.
And the working-class voters who once called Labour their own? They were never part of the plan. The Fabians did not build this architecture to empower them. They built it to manage them.
The wolf never took off the sheep’s clothing. It never needed to. It simply walked into the flock, positioned itself at the centre, and waited for the right moment.
One hundred and forty-two years later, it is still waiting. Still patient. Still wearing the disguise.
But the disguise is slipping. And that might be the most dangerous moment of all.
